Town of Winthrop
Winthrop has a population of 19,316 (2020 census). Although it has a city form of government, it prefers to be known as the Town of Winthrop. Its manager-council form of town government features an executive branch consisting of a Council President, a legislative branch consisting of a Town Council, and an administrative service headed by a Town Manager.
The Town Council consists of nine Counsellors: two Counsellors elected by the voters at-large, serving four-year terms; six Counsellors elected by voters in each of the six precincts (one from each precinct), serving four-year terms, and a Counsel President elected at each biennial town election to serve for a term of two years.
The executive authority of the town is vested in the Council President who is responsible to see that the charter, the laws, the ordinances and other orders for the government of the town are properly implemented and enforced.
The appointment of a Town Manager to serve for an indefinite term is made by a vote of five or more members of the Town Council to confirm the nomination made by the Council President. The Town Manager is the chief administrative officer of the town, directly responsible to the Council President and Town Council for the administration of all town affairs for which the Town Manager is given responsibility by or under the Town Charter.
